[X3D-Public] Updated specifications page

Hi -

 

I have updated the web3d.org specifications page to reflect recent events.
In particular, ISO/IEC 19776-1.2 (XML encoding) has recently been published
by ISO. The IS text is now available and the FDIS text for ISO/IEC 19775-2.2
(SAI) has been sent to ISO for final ballot. These are the two major
changes.
