[semantics-public] DEF/USE: Explicit properties or parent/child relationships

This has been discussed similarly in other areas of X3D, but we probably need to address it for X3D semantics as well:

Do we use explicit DEF/USE properties in Turtle, or do we discover multiple parents through the parent/child relationships in Turtle?
