Hi Bob,

What would prevent the Consortium from publishing the Proceedings?

The Symposium is sponsored by ACM SIGGRAPH, which is not easy to get. A part of the agreement is that the proceedings are published by ACM Press and, as with all academic publishers, each author has to sign over copyright of their paper to them. The Consortium would therefore be breaking copyright laws if it published the proceedings itself.
