Are we permitted to publish those papers as well?  I ask because the ACM 
charges a fee (and also provides added value by including citations), 
and it seems to me that it's within the mission of the Consortium to 
publish them without a fee in order to assure their wide dissemination.

What would prevent the Consortium from publishing the Proceedings?
