This is because Cortona uses MSJava VM's transparent JavaCOM integration
(specs and reference implementation of that had been published in the past
by MS for other JVM vendors to optionally implement) to have the Java code
talk to Cortona without the Cortona implementers writing and debugging tons
of JNI glue code (that is with MSJVM the Java code calls into the COM code
directly using plumping provided by the MSJVM's JavaCOM layer)

Sun has done some stuff with JavaPlugin COM/ActiveX Bridge, but last time I
had tried some of it (long ago) it was too fragile (lots of bugs and JVM
crashes which of course bring down the web browser process since the Java
Plugin is a dynamically linked library / ActiveX control that runs inside
the browser process). Anyway, it seems Sun didn't follow the JavaCOM API but
did their own way to talk to the Sun JVM from COM code and Cortona just
doesn't support it (yet or maybe never).
