html worked on the desktop despite different desktop environments.
There have and still are differences due to browser difference but on
the whole it worked and still does, so people use it.
3D and web3d never just worked for everyone. Those who try and find it
doesn't work may not bother again for a long time.
I once tried to show someone some VRML on a fairly recent shool computer
(1yr old last yr). It did not even display properly.
Why? Because it had what maybe 80% of such computers had: intel "Extreme
Graphics" that would not even show 3D textured models!
And that's just the hardware environment - the software one is another
minefield. 3D doesn't "just work". In some cases it will with a little
download/install, others are more complex (needing
GLUT or a specific web3d download or .net, etc).
It is quite understandable why people don't take it
up - they either can't or find it onerous.
The standards are there but there is not general, transparent support for them across
platforms. The support does not come with the computer when you buy it.
